The intent of Section 483.13(c) as stated in the Guidance to Surveyors is that:
"The facility must develop & operationalize policies & procedures for screening & training employees, protection of residents & for the prevention, identification, investigation, & reporting of abuse, neglect, mistreatment, & misappropriation of property. The purpose is to assure that the facility is doing all that is within its control to prevent occurrences."
